Since 1906, Neighborhood House has been helping diverse communities of people with limited resources attain their goals for self-sufficiency, financial independence and community building. Our
services include early childhood education (including Head Start and Early Head Start), mentoring and tutoring, emergency referral services, self-sufficiency/employment classes and services (including ESL and citizenship), job placement
and training, substance abuse services, transportation and outreach for the elderly and disabled and publication of the Voice newspaper. Annually, Neighborhood House serves over 7,000 individuals. Of those, 80 percent are refugees and
immigrants.
Scope
Within a home-based model, the primary responsibilities of the Home Visitor are to support parents in promoting the optimal development of their children. Parents receive assistance in gaining essential
skills and resources to improve their lives. Home Visitors serve highly diverse families using dynamic, developmentally appropriate home-based programs designed to encourage and support the development of children and their families. They
provide specialized, one-on-one care with enthusiasm, respect and a passion for helping others. In return, Home Visitors benefit from a rewarding and fulfilling work experience as clients develop, succeed and thrive.
Responsibilities
- Plan and implement a dynamic, developmentally appropriate home-based program for pregnant women, parents, and children ages birth to three.
- Plan and implement group socializations with families and other team members.
- In collaboration with other program staff, provide comprehensive services to approximately 10 to 12 families.
- Work with parents to create a family development plan that supports parents in achieving goals. Develop positive and effective relationships with families.
- Utilize a strengths-based approach and affirm parents' capacities for successfully raising their children.
- Identify social service needs and refer case management issues to the Family Support Supervisor.
- Encourage parent participation on the Policy Council, parent committees, and other community groups.
- Maintain accurate, complete records on all assigned families. Respect confidentiality. Meet required reporting responsibilities.
- Recruit and enroll families into the Early Head Start program.
- Attend all required staff meetings, and participate in staff training as well as other professional development opportunities.
- Teach parents the importance of developing secure attachments with their children.
- Work both independently and in a team environment.
- Perform other duties as assigned.
Minimum Qualifications
- CDA certificate plus two years experience promoting healthy growth and development with infants and toddlers; AA or BA/BS in ECE or related field preferred.
Specifically, experience in planning activities, observing children's behavior, and supporting and facilitating parents' learning of their infants/toddlers' development and behavior. Equivalent combination of education and experience
will be considered
- Demonstrated knowledge of principles and practices of adult education. Ability to assist parents in devising and implementing strategies which will enable them to
maintain or work towards a stable and self-sufficient lifestyle.
- Demonstrated ability to assess families in a holistic fashion that incorporates education, social services, health, nutrition, and self-sufficiency issues.
- Ability to work sensitively with low income families of diverse ethnic, language and cultural backgrounds.
- Knowledge of computer software such as Word or Excel.
- Willingness to comply with established agency performance standards which may include: productivity/personal responsibility, client/customer service orientation,
embracing a team player orientation, entrepreneurialism, and maintaining a professional demeanor.
- Willingness to comply with Head Start Standards of Conduct by promoting the unique identity of each child and family; conforming with program confidentiality;
following child supervision and guidance policies; and refraining from soliciting or accepting personal gratuities, favors, or anything of significant monetary value from contractors or potential contractors.
- Must have reliable, independent transportation for frequent travel between sites and to client homes.
- Washington State Patrol background clearance (re-checked every two years).
- Completion of the Head Start Supplemental Background Questionnaire.
- Current Health Exam (must be obtained within 60 days of employment {PS 1304.52})
- Current screening for tuberculosis (must be obtained within two weeks of employment; rescreen as necessary{PS 1304.52}).
- Current First Aid certificate within 30 days of employment (maintain current certificate during employment).
- Current CPR certificate within 30 days of employment (maintain current certificate during employment).
- Current Food Handlers certificate within 30 days of employment (maintain current certificate during employment).
- Current Blood Borne Pathogens training certificate within 30 days of employment (maintain current certificate during employment).
Desired Qualifications
- Current or former Head Start and Early Head Start parents receive preference for employment vacancies for which they are qualified.
- Experience working with groups and/or families from diverse cultural, economic and ethnic backgrounds.
- Bi-lingual ability (Somali preferred).

Employment Specialist II / English as a Second Language (ESL) Instructor

Scope:
A significant number of NH's employment program participants demonstrate limited English proficiency. To address this, NH offers a
cadre of programs that include vocational ESL (VESL) training. NH has recently begun a VESL class at Highline Medical Center (HMC) with the goal of instructing incumbent workers in both English skills and in-house career pathways. We also
house a large VESL component in White Center for job seekers of varying skills and work experience. This position will be responsible for both in-house VESL instruction for NH's employment program participants and case management for
Highline Medical Center 's VESL participants.
This position will play a key role in integrating NH's array of VESL strategies around instruction and employment. Along with providing case management services for individuals enrolled
in the HMC class, this position will work with the medical center's staff and management to facilitate career pathway services for incumbent workers. In addition, this position will manage daily customized VESL sessions comprised of VESL
program enrollees in our White Center classes. Other duties include leveraging linkages to other Neighborhood House and community-based services, as well as technical assistance related to career advancement and employment across VESL
programs. This position will be based in White Center with ample time in Burien.
Responsibilities - Case Management & Client Services:
- Develop and maintain effective relationships with HMC program enrollees and NH job seekers. Counsel customers in pertinent vocational, employment and personal
issues. Mediate, problem-solve and coordinate individual services for customers.
- Provide placement and retention services to HMC incumbent workers to assist with career match and wage progression. Coach students in understanding the requirements
needed to secure specific career advancement opportunities. Provide relevant advice and technical assistance to students related to industry information and employment opportunities, both internal and external to HMC.
- Stay up-to-date in relevant employment opportunities, as they apply to the needs and interest of students.
- Provide guidance and facilitate referral to support services, employment services, or other instruction, as necessary.
- Develop positive relationships with HMC management and staff, including identifying and screening appropriate candidates for job openings and helping HMC hire and
retain a highly qualified workforce.
- Develop and maintain relationships with other educational, employment and case management organizations, including community and technical colleges, community based
organizations, WorkSource partners, DSHS and other partners. Actively participate on partner/collaborative initiatives or projects to enhance employment.
- Assist team members with ongoing continuous quality improvement to enhance program operations, including problem solving, helping to develop program systems and
procedures, or participating on team workgroups.
- Work with staff from other Neighborhood House programs to coordinate services.
Responsibilities - Instruction
- Provide individualized ESL instruction to adults with a wide range of English language skills, including pre-literate.
- Collaborate with employers and NH administration to develop industry-specific curricula to simultaneously serve student instruction and
relevant career pathway purposes.
- Provide instruction and/or coordinate with employers, funders and sector partners to provide hard skills training for specific jobs.
- Develop individual lesson plans and progressive learning objectives that meet the needs of students, program, and funder goals.
- Obtain or develop and utilize appropriate assessment and testing tools to determine student skills and needs to target instruction.
- Provide learning lab-oriented and individualized, one-on-one instruction.
Responsibilities - Administration
- Participate in community and partnership meetings, share information on NH programming, and keep NH staff and management up to date on external
developments related to educational and employment programming or other issues affecting immigrants.
- Maintain timely and accurate client and outcome records, and assist with reporting requirements as necessary.
- Recruit and/or supervise program volunteers.
- Provide input and leadership to NH in developing new ESL-based programming to meet current needs of students, employers and/or local LEP
populations.
- Perform other duties as assigned.
Minimum Qualifications:
- AA degree, BA in human services field preferred; plus two (2) years professional experience in employment and/or training field, or any combination of the above
which provides equivalent preparation.
- Two (2) years experience in case management to adults, including counseling and coordination of services. Certification/formal training in case management and/or
workforce development desired.
- Ability to provide high quality customer services to a diverse range of job seekers, workers and employers.
- Demonstrated understanding of labor market, local employer base, social service and education institutions in King County .
- TESL certification required.
- Experience developing VESL courses.
- Knowledge of current methodologies in teaching ELL for pre-literate and beginning ELL learners, vocational ESL, and other trends.
- Strong verbal communication skills.
- Highly positive and enthusiastic style capable of motivating others.
- Ability to work as a team member in a multicultural organization and community.
- Knowledge of key computer applications (Microsoft Office and Windows).

Compensation:

Scope:
The Driver I position reports to the Transportation Director. The position's primary
responsibility is to transport and assist low-income children, elderly and disabled clients in boarding and exiting the van in a safe, timely and courteous manner at predetermined destinations.
Responsibilities:
- Demonstrate essential customer service behavior such as treating all passengers with respect and dignity, and maintaining a pleasant demeanor in all transactions
with passengers, their attendants, and all care providers. May be required to assist clients inside buildings as directed by supervisor.
- Board passengers, including children, the elderly, and persons in wheelchairs, on scooters, and using other mobility aids; secure passengers using appropriate
restraining devices, and secure all walking aids. Seek assistance from dispatch in complex boarding situations.
- Operate vehicle in a safe manner; calmly respond to emergency situations; adapt driving performance to changing driving conditions; comply with all traffic and
safety regulations. Ensure that the van remains clean and in good operating condition.
- Maintain trip records in an accurate and consistent manner; make reports of service problems, incidents, accidents, or passenger injury or illness during shift in
which incident occurs; perform and record all daily safety inspections.
- Complete agency-provided First Aid training, CPR training, and Defensive Driving and Passenger Assistance training within sixty (60) days of hire.
- Other duties as assigned by supervisor.
Qualifications:
- Must be at least 25 years of age and have at least seven years of driving experience and have a valid Washington State Driver's License (WSDL). CDL preferred, but
not required at time of interview. Must have an excellent driving record (no moving violations of any kind within past three years). Must submit to and pass a pre-employment drug and alcohol screening. Must meet insurance carrier
qualifications.
- Must submit to and pass a Washington State Patrol criminal background check.
- Physical ability to meet the requirements of the job as outlined below.
- Demonstrated ability to work with and be sensitive to the diverse cultural, ethnic and racial population being served.
- Ability to interact with persons who are in chronic states of agitation or distress, including persons who may exhibit aggressive, hostile or threatening behaviors.
- Ability to speak, read, write and understand English. Must be able to verbally communicate with a diverse population including children and elderly persons
regarding directions and safety issues. Must be able to read and understand maps and be able to retain this information. Must be able to read and understand traffic signs.
Physical Requirements:
- Ability to lift at least 50 pounds. Daily routine will require light lifting of up to 25 pounds with occasional strenuous exertion in manipulating wheelchairs or
offering emergency assistance to passengers who lose their balance.
- Ability to push/pull clients in wheelchairs up to a weight of 300 pounds. Frequent climbing on lift with legs and bending, squatting and stooping to tie wheelchairs
down.
- Frequent twisting of the head and back; constant reaching from waist to shoulder level while driving; constant manual dexterity and fine finger manipulation.
- Environmental hazards: Noise often above 85 decibels level. Variable work surface heights. Exposure to fuel and exhaust fumes.
- Work involves approximately 60 percent sitting, 20 percent walking, 5 percent stooping, 5 percent crouching, 5 percent standing and 5 percent kneeling.
